Yes, it's essentially the same circuit, hooked up slightly differently. You can think of it as a 10 to 20-V doubler, with the positive end of the output connected to the 10-V output of the first circuit. The output capacitor of this stage is connected to ground for the same reasons that the first stage's output capacitor is connected to 5 V.
