Observe that the given circuit is a ripple counter. Without the NAND gate, it would count from 0000 to 1111, sixteen states. However, with this gate, the flip-flops are immediately cleared when the count reaches 11xx, giving a total of 12 states, making it a mod-12 counter. Therefore, the output frequency is 10kHz / 12 = 833.3 Hz.
