This requires an m-bit magnitude comparator, which is basically an m-bit adder with one of the inputs negated, using the carry output as the result. Done with inverters, it looks like this:

But building variations of the full adder circuit that have certain inputs or outputs inverted is no more complex than the original full adder, so the inverters aren't really necessary:
